Orden INT/368/2013, de 6 de marzo, por la que se convocan ayudas destinadas a asociaciones, fundaciones y entidades sin ánimo de lucro, cuyo objeto sea la atención a las víctimas del terrorismo.
El artículo 64 de la Ley 29/2011, de 22 de septiembre, de Reconocimiento y Protección Integral a las Víctimas del Terrorismo reconoce el papel y la relevancia del movimiento asociativo y fundacional, en el que las administraciones públicas españolas se apoyan en la labor de tutela institucional y apoyo a las víctimas del terrorismo, a través de la Dirección General de Apoyo a las Víctimas del Terrorismo, instrumento de relación, ayuda y orientación a las personas y familiares que sufran la acción del terrorismo. Por su parte el artículo 65 obliga a conceder subvenciones a aquellas asociaciones, fundaciones y entidades sin ánimo de lucro, teniendo en cuenta dos factores: el número de asociados que tengan la condición de víctima y la labor asistencial de estas entidades. La Ley establece que se priorizará a aquellas asociaciones, fundaciones y entidades sin ánimo de lucro que cuenten con mayor número de víctimas, así como la labor asistencial a favor de las víctimas del terrorismo que se realice por parte de las organizaciones.
