RESUMEN:
La Ley Orgánica 5/2000, de 12 de enero, reguladora de la responsabilidad penal de los menores ha introducido cambios sustanciales en los procesos en los que un menor se ve implicado.
El Ministerio Fiscal es uno de los sujetos intervinientes en este tipo de procesos penales junto con el juez de menores, los equipos técnicos y los órganos colaboradores. Tiene competencias en la fase de instrucción del expediente y en la ejecución (a través del seguimiento pormenorizado), así como en la responsabilidad civil.
La LO 5/2000 exige que los Fiscales sean especialistas, otorgándoles preferencia para desempeñar funciones en la Sección de Menores y reestructurando la organización existente.

Das Gesetz 5/2000 vom 12. Januar, die Regulierung strafrechtliche Verantwortlichkeit von Minderjährigen hat wesentliche Veränderungen in den Prozessen, in denen ein Minderjähriger involviert sind.
Die Staatsanwaltschaft ist eine der Parteien in einem solchen Strafverfahren mit dem Jugendrichter, technischen Teams und Mitarbeiter beteiligten Organe. Es hat Kräfte in der Untersuchung Stadium des Verfahrens und die Ausführung (durch detaillierte Überwachung) sowie zivilrechtliche Haftung.

RÉSUMÉ:
La loi organique 5/2000 du 12 Janvier, la régulation responsabilité pénale des mineurs a apporté des changements importants dans les processus où un mineur est impliqué.
Le ministère public est l’une des parties impliquées dans les procédures pénales avec le juge des enfants, les équipes techniques et les organes des collaborateurs. Il dispose de pouvoirs dans la phase d’enquête de la procédure et de l’exécution (grâce à un suivi détaillé), ainsi que la responsabilité civile.
LO 5/2000 prévoit que les procureurs sont des spécialistes, en donnant la préférence à servir dans la section des mineurs de l’organisation existante et de restructuration.
